How to Open and Launch a WeChat Mini-Program as a Foreign Brand

Updated

Petit-Bateau-WeChat-Mini-Program

A WeChat Mini-Program is a small app that lives inside WeChat. No download needed. Users find it by scanning a QR code or searching inside WeChat. Over 450 million people use Mini-Programs every day. For foreign brands, it is the fastest way to sell directly to Chinese consumers without building a full native app. You get access to WeChat Pay, user data, and a loyal audience, all inside one platform. This guide walks you through registration, setup, and launch.

What you need before you start

Before you touch the registration form, get these four things in order.

  • A WeChat Official Account (Service Account). Not a Subscription Account. The Service Account gives you API access and lets you link directly to your Mini-Program. If you only have a Subscription Account, upgrade it first.
  • A legal entity. You need either a Chinese business entity or a registered foreign company. Tencent now accepts foreign companies, but the verification process takes longer and requires extra documents.
  • A Chinese mobile number for the admin. This is the number tied to the main WeChat account managing the Mini-Program. It must be a Chinese SIM. Borrow one from a local partner if needed.
  • A development partner. Unless you have an in-house team fluent in WeChat’s framework (WXML, WXSS, JavaScript), you need a certified WeChat developer or agency in China.

Most brands spend two weeks just getting the right documents together. Prepare early. A missing business license translation or an unverified bank account will stop the whole process cold.

Step-by-step: registering your WeChat Mini-Program account

Follow these steps in order. Skipping ahead creates problems that are hard to undo.

  1. Go to mp.weixin.qq.com and click “Register.” Select Mini-Program as your account type. Do not confuse this with the Official Account registration page. They are separate systems.
  2. Choose account type: Enterprise (企业). Foreign companies submit a certified business license, the passport of the legal representative, and company bank account details. All documents must be in Chinese or accompanied by a notarized translation.
  3. Verify your identity via bank deposit. Tencent sends a small deposit (usually under 1 RMB) to your registered company bank account. You log back in and confirm the exact amount. This step proves you control the bank account on file. It can take 3 to 5 business days for the deposit to arrive.
  4. Set up your Mini-Program basic info. Choose a name, select your service category, and upload your icon. The name cannot be changed after approval, so decide carefully. Categories matter because they affect which WeChat features you can use inside the Mini-Program.
  5. Apply for ICP filing if your server is in China. If you use a mainland China server, an ICP license is required by law. If you host outside mainland China (Hong Kong, Singapore, etc.), you can skip this step for a basic Mini-Program, but some payment and data features may be restricted.
  6. Submit for Tencent review. Tencent reviews the code and content of your Mini-Program before it goes live. Review takes 3 to 7 business days. Rejections are common on the first submission. Make sure your content complies with Chinese regulations, especially around product claims, financial content, and health categories.

Total timeline: 3 to 6 weeks, including verification, development, and review. Plan accordingly if you have a product launch date tied to this.

What to build in your Mini-Program

Keep it simple at first. A product catalog, a WeChat Pay checkout, and basic order tracking cover 80% of what foreign brands actually need. There is no reason to replicate your whole e-commerce website inside a Mini-Program on day one.

One rule that saves a lot of time: one Mini-Program, one purpose. Either build a shop, a booking system, or a loyalty card. Not all three at once. Trying to do everything in version one leads to delays, bugs, and a confusing user experience. Chinese users abandon slow or cluttered Mini-Programs fast. A clean, fast shop converts better than a feature-heavy app that takes three seconds to load.

Once your first version is live and you have real user data, add features based on what people actually do inside the Mini-Program. That is the right order.

How to drive traffic to your Mini-Program

A Mini-Program with no traffic is just a URL nobody visits. Here are the main channels that work.

  • QR codes in offline retail. Print them on packaging, receipts, and in-store displays. This is still one of the highest-converting entry points.
  • Links from WeChat Official Account posts. Every article you publish can include a Mini-Program card. Your existing followers are your warmest audience.
  • Douyin Mini-Program integration. Douyin (TikTok China) supports Mini-Program links in video descriptions and live streams. This drives significant traffic for consumer brands.
  • WeChat Channels shop link. If you run a WeChat Channels (视频号) account, you can link your Mini-Program shop directly to your videos.
  • WeChat search (搜一搜). Users search for brands and products inside WeChat. Optimizing your Mini-Program name and category helps you appear in these results.
  • Paid WeChat ads. Moments ads and banner ads inside Official Account articles can drive targeted traffic directly to your Mini-Program.

FAQ

Can a foreign company build a WeChat Mini-Program without a China entity?

Yes. Since 2018, Tencent has accepted foreign companies for Mini-Program registration without requiring a Chinese legal entity. You will need a valid overseas business license, the passport of your legal representative, and a company bank account for the verification deposit. The process takes longer than for Chinese companies, usually 4 to 6 weeks total. Some features (such as certain payment flows) may still require a Chinese bank account or a local partner agreement.

How much does a WeChat Mini-Program cost to build?

A basic product catalog with WeChat Pay integration typically costs between $5,000 and $15,000 USD to build, depending on the number of pages and custom features. A more complex Mini-Program with loyalty systems, live inventory sync, or CRM integration can run $20,000 to $50,000 or more. Annual maintenance, hosting, and WeChat service fees add roughly $2,000 to $5,000 per year. Budget for at least one round of post-launch revisions.

How long does WeChat Mini-Program approval take?

Tencent’s review process takes 3 to 7 business days for a standard submission. First submissions often come back with rejection notes, which means you revise and resubmit, adding another 3 to 7 days. Sensitive categories (food, healthcare, finance, cross-border e-commerce) take longer and require additional licenses. Plan for at least two review cycles when you set your launch date.
